Announcement: High level seminar on challenges for enlargement countries converging to the EU in the area of customs

Representatives of the Customs Administration of Montenegro, headed by the director, Vladan Joković participated at seminar, held in Dubrovnik on 14-15 March, gathering directors and managerial staff of customs administration of EU member states, candidate countries and other neighbouring customs administrations, as well as representatives of Directorate General for Taxation and Customs Union of the European Commission (DG TAXUD)

The seminar was focused on trade facilitation, including working in partnership with economic operators, administrative capacities and structures – change management, enhancing customs cooperation, as well as better understanding of challenges for customs services in countries in process of a accession to the EU.

It was concluded that the process of EU enlargement is bringing up numerous challenges, so that the changes in customs administrations present constant necessity. It was also pointed out the importance of simplification and improvement of customs processes and procedures, as well as harmonization of IT system. Consequently, it was concluded that, prior the accession, the customs administration should take necessary steps in terms of legislation, management structure, IT system. Modern and efficient e-customs systems and procedures are necessary for trade facilitation and increase of safety at the borders. It was also pointed out the importance of capacity building and strengthening of skills, as well as cooperation with trade community.
